Towards Modernizing East Java's Cooperatives: A Policy Direction for Digital Transformation and Global Competitiveness

Jawa Timur memiliki jumlah koperasi terbesar di Indonesia, menjadikannya aset strategis dalam memperkuat perekonomian daerah dan nasional. Namun, besarnya jumlah koperasi belum sepenuhnya diikuti oleh peningkatan kualitas kelembagaan, daya saing, digitalisasi, maupun kapasitas untuk menembus pasar global. Di tengah percepatan transformasi ekonomi dan perkembangan teknologi digital, pendekatan pembangunan koperasi yang hanya berorientasi pada kuantitas tidak lagi memadai. Modernisasi koperasi harus menjadi agenda kebijakan utama melalui penguatan tata kelola, integrasi data digital, peningkatan kapasitas sumber daya manusia, serta pengembangan koperasi yang berorientasi ekspor. Artikel ini mengusulkan arah kebijakan yang menempatkan koperasi tidak hanya sebagai instrumen ekonomi kerakyatan, tetapi juga sebagai institusi ekonomi modern yang adaptif, profesional, dan mampu menjadi penggerak pertumbuhan ekonomi Jawa Timur serta memperkuat daya saing Indonesia di pasar global.

East Java is home to the largest cooperative movement in Indonesia, with more than 30,000 active cooperatives serving as important pillars of the regional economy. Their broad presence reflects a strong foundation for inclusive economic development.
However, scale alone is not sufficient. Many cooperatives continue to face structural challenges, including fragmented data systems, uneven governance standards, limited access to digital technology, and low participation in international markets. These constraints reduce their ability to contribute fully to regional and national economic growth.
Modernization should therefore become the central policy objective for cooperative development in East Java. Rather than focusing solely on increasing the number of cooperatives, policy should prioritize improving their institutional quality, productivity, transparency, and competitiveness. A modern cooperative must be professionally managed, digitally connected, financially accountable, and capable of creating greater value for its members through innovation and market expansion.
One of the most urgent priorities is the establishment of an integrated digital cooperative ecosystem. A province-wide digital platform would enable standardized data management, strengthen policy coordination, improve service delivery, and support evidence-based decision-making.
Digital integration would also enhance transparency, facilitate monitoring and evaluation, and provide reliable information for financing institutions, investors, and government agencies. Such a system would transform fragmented cooperative administration into a coordinated provincial asset.
Equally important is strengthening the export capacity of cooperatives. East Java possesses considerable potential in agriculture, fisheries, manufacturing, handicrafts, and halal products, yet relatively few cooperatives participate directly in export markets. Policy should therefore support export readiness through capacity building, certification assistance, digital trade platforms, international business matching, and partnerships with trade promotion institutions.
Export-oriented cooperatives not only generate higher incomes for their members but also strengthen regional competitiveness and contribute to Indonesia's broader economic development.
The modernization of East Java's cooperatives requires more than incremental administrative reforms; it demands a coherent long-term policy framework supported by strong collaboration among government, the cooperative movement, academia, financial institutions, and the private sector.
As the umbrella organization representing cooperatives in the province, Dekopinwil East Java can play a strategic role in advocating evidence-based policies, facilitating institutional transformation, and ensuring that cooperatives evolve into dynamic, innovative, and globally competitive economic institutions capable of driving sustainable development.(*)
