Beyond Digitization: Why East Java's Cooperatives Must Embrace Digital Transformation

Transformasi digital bukan lagi sekadar pilihan bagi koperasi, melainkan kebutuhan strategis untuk mempertahankan daya saing dalam perekonomian modern. Meskipun banyak koperasi telah memanfaatkan media sosial atau aplikasi keuangan sederhana, sebagian besar masih belum memiliki sistem data yang terintegrasi, tata kelola digital yang kuat, dan kemampuan memanfaatkan data untuk pengambilan keputusan. Artikel ini berpendapat bahwa Pemerintah Provinsi Jawa Timur perlu mengadopsi pendekatan kebijakan yang mendorong pembangunan ekosistem digital koperasi yang terintegrasi melalui satu platform data bersama. Kebijakan tersebut akan meningkatkan transparansi, efisiensi layanan, pengawasan, akses pembiayaan, serta peluang koperasi untuk memasuki pasar nasional dan global. Transformasi digital harus dipahami sebagai reformasi kelembagaan yang menjadikan koperasi lebih adaptif, akuntabel, dan berdaya saing dalam ekonomi digital. Kebijakan nasional juga telah mengarah pada modernisasi koperasi berbasis digital dan penguatan tata kelola data koperasi. 


For decades, cooperatives have served as one of the most important pillars of Indonesia's people's economy. In East Java, where cooperatives constitute the largest cooperative network in the country, their contribution extends far beyond financial inclusion—they strengthen local entrepreneurship, empower rural communities, and create employment opportunities.

However, the rapidly evolving digital economy presents a new challenge. Cooperatives can no longer rely solely on conventional management systems if they aspire to remain competitive in increasingly interconnected markets. Digital transformation is no longer an option; it has become a strategic necessity. 

Unfortunately, many cooperatives still equate digital transformation with merely creating social media accounts or adopting simple accounting software. True digital transformation goes much further. It requires integrating data, modernizing governance, digitizing member services, and using data analytics to support strategic decision-making.

Without reliable digital infrastructure, cooperatives will continue to struggle with fragmented information, inefficient administration, limited access to financing, and weak market intelligence. These constraints reduce their ability to compete both domestically and internationally.

This reality calls for a bold policy shift. The Government of East Java should establish a provincial integrated digital cooperative ecosystem that connects all registered cooperatives through a unified digital platform.Such a system should consolidate cooperative profiles, membership records, financial reporting, production capacity, certification status, and export readiness into a single database.

Beyond improving transparency and accountability, integrated data would enable evidence-based policymaking, facilitate targeted government assistance, reduce administrative duplication, and accelerate digital public services for cooperatives. The national policy direction toward One Cooperative Data (Satu Data Koperasi) provides an important foundation for such an initiative. 

Digital transformation should also become a catalyst for expanding cooperatives into global markets. Digital platforms can connect cooperatives with exporters, logistics providers, financial institutions, and international buyers while providing real-time market information.

This is particularly relevant for East Java, whose cooperatives possess significant potential in agriculture, fisheries, manufacturing, and creative industries. By integrating digital governance with export-oriented business development, cooperatives can move beyond serving local markets and become active participants in global value chains.

Ultimately, digital transformation is not merely a technological agenda—it is an institutional reform agenda. The future competitiveness of East Java's cooperative movement will depend on its ability to build a digital ecosystem that is connected, transparent, data-driven, and innovation-oriented. Policymakers should therefore view digitalization not as an IT project but as a long-term economic development strategy.

By embracing digital transformation today, East Java can position its cooperatives as modern, resilient, and globally competitive institutions capable of driving inclusive economic growth for decades to come.(*)
